Just the way the ai is. They generally attack/betray you when your territory borders theirs especially if they have an interest in those settlements. For example,the gauls left alone almost always if not always try to take massilia, so if you playing as say rome and take it first, sooner or later they will attack you and/or betray you. However if a faction is your protectorate then,from my experience, they wont betray you unless the protectorate status is broken.

Annual tribute ? are these allies protectorates or just normal allies using fd to get money out of them everyturn ? if the former then garrison size dosent matter they simpley wont attack you as lon as you are their master, once your not they will almost certainly will.

From what I know the AI is constantly trying to take the regions that are included in there victory conditions.
All other regions are a secondary objective to the AI and they will most likely only take those once it has fulfilled there main objectives or if it helps them to do so.
Also the AI is attacking you if they think they got the upper hand military wise in that region. If you place a large amounts of troops at the border it's very unlikely that the AI will attack you.
