This whole scenario is setup to start in 215bc, in the middle of the second punic war. But you have 4 turns per year if you use the script, so there's still about 1900 turns or so before the campaign runs out, plenty enough time... Changing the year would mean to remodel the whole mod, like changing provinces, disposition of enemies new units etc etc.
Rome used these Polybian troops you mention (hastati, principe, triarii etc) at this time, and gradually changed to the legions they are most famous for, culminating in the reforms of Marius around 109bc (pulling years out of my ass, but its accurate within a few years). You too will get these reforms when a certain requirement have been met, these requirements are mentioned in the readme and 1000+ times here in the forum, so won't take that up here again.

Take this mod for what it is, and if you are interested in a different era or scenario, I suggest trying a different mod.

Ok thanks a lot. I know what troops Rome use but on the begining i can't train principe and triarii. When i will be able to train this units?
This mode is great but it's hard as hell at the begining

You need the provincial barracks to be able to recruit principe and triarii. This is one of you highest priorities to get quick in atleast 1 town early. I suggest you look into the starter-guides for some tips how to manage early. I strongly suggest Hesus' 15-turn guide, it will set you off for a great start.
