    Icon5 Population+advancement issue

After doing a quick sweep of the forums and finding the numbers needed for advancement i am kind of in a bind. None of my cities except the captial of kiev are advancing. It is turn 50 and smolensk is still a wooden castle. All of the cities ive conquered still have palisade walls, and most should at least have the large wooden variety. Caffa is still at village status with a population of 3857 people.

Im playing on 6.1 with the battle for the baltic 2 compilation. Any ideas would be helpful. thanks!

Important: Before you play the Early Era or Late Era SS campaigns, please delete map.rwm from Stainless_Steel_6\data\world\maps\base (for early era) and Stainless_Steel_6\data\world\maps\campaign\custom\Late_Era_Campaign (for late era).

On what level was kiev when it started advancing? minor city to large city after reaching pop x?

I think that your problem is connected to the submod making the submod topic the best place to ask. Either its an intended feature or a problem with your installation.
