I think that Jack Lusted did most of the work on the uniforms and I think he did a great deal of research while doing them. Not that that would make them perfect but they are much better than ETW for the most part.
Truthfully, however, I worry more about unit stats and capabilities than the uniforms.
What exactly do you find wrong with the hats?
There has been a mod patch for removing the visor of the old guard bearskin (it was the bearskin for the artillery as Lusted explained it, so it's an obvious mistake) by Lord Mongsworth: http://www.twcenter.net/forums/showthread.php?t=337800

yes it's time to make a patch, I can't barely look at this awful bearskin when my troops are fighting. And I remember to all of you that the first error was they used the bearskin of the imperial artillery for old guard and old guard bearskin for artillery. look here http://www.twcenter.net/forums/showthread.php?t=324927

Maybe a modder could get a perfect mix between the bearskin of the feet artillery and the one of the old guard to remove the visor and other incorrect stuff, but for the moment, Lord Mongsworth's no visor patch seems to be the best we can get.
Although it does seem that the uniform editor could help us fixing that, as there has been some breakthrough about it in the "mod workshop - textures" forum.

Just an observation, but cheek whiskers and moustache were more common in the Old Guard, than just moustaches. Like Color Sergeant Bourne in the flick Zulu had.
