Anyone Else Think The Ottomans Have A Severe Handicap?

I'm playing as Sweden and decided, hey, why not try and do what that witch with the British accent advised me to and try to whoo over the Ottomans as friends. So I bring up the diplomacy screen and look for my alliance option.

It's blanked out and it tells me I cannot become allies with the ally of my enemy. I remember then, that the Ottomans have the Barbary States as a protectorate. And since the Barbary States are at war with every nation, the Ottomans cannot hope to at any point get any allies.

Is it just me, or does this put the Ottomans at a serious handicap? =/

No dont think so, seemes thay always do whell in my campagins. They barbary states are only at war with every Euro-American faction so they culd ally with every one behind them to secure a 1 front war nstead of getting jumped by the perians in the back.

It also seems that it is only impossible to ask them for an alliance, I've had them come to me asking for one while I was still at war with the barbary. Additionally, they're not like the pirates, it's possible to get peace with them.

I have an alliance with them in my Swedish campaign.

The Barbary States came to me for a peace treaty themselves and then Ottoman asked for an alliance after I destroyed Russia

I usually offer the Barbary states a fat bribe in exchange for peace, and they usually take it. Can't have them raiding my trade lines,eh? And the Ottomans can usually make an alliance with a European power that doesn't actually share their borders. Sweden, Prussia, Gr. Britain, and France are good bets.
