I wouldn't get an OEM CPU such as that, although it would do fine OEM means it doesn't come with a heatsink, it's much cheaper to get a CPU that comes with a heatsink then to buy one separately.

Newegg.com is the cheapest place to buy PC parts in the US.

The one you mentioned would work but it is a poor value for the money. I'd highly recommend this CPU AMD Athlon II X2 245 2.9Ghz. AM3 Dual Core Processor I use it on my "Internet computer" (I have 4 computers) it's a very fast CPU with a great price, it would do well with your 9800GT.

The Motherboard you get depends on what CPU you want, as different boards work with different CPU's.

You need RAM, Hard Drive, Power Supply CD/DVD drive and a case. It really doesn't matter what DVD drive and case you get. There are of course cheaper options for the 3 suggestions I made, but IMO those are your best value for the money, they give you the best warranties and the highest quality parts for the cheapest price.

You will also need a copy of Windows ironically the OS is the most expensive part.

Don't build on carpet, touch a metal object occasionally to ground yourself, static electricity can ruin PC components. The motherboard includes instructions to help you put everything together.
