BURNING CITIES

I would like to replace religious demographics with national demographics in each city. What I am really after is a city that burns and crumbles when it is attacked by artillary...almost like MTW II.
I have ideas for elections as well......adding actual party names (Conservatives, Socialists etc) and then with the election of said party bringing different effects to the country and changing how other countries recieve you.
On the money side of things could one introduce tariffs on imported goods to boost ones coffers (but have side effects like less trade with nations and an unhappy upper class etc).
Also, what about the introduction of laws (free press, voting rights etc)
On the dipomacy side what about been able to form allaince groups (of more than just between two nations?), as in groups of nations allied together in a partnership (WWII- Allies vs Axis).

I also would like to know if there is a mod out there that replaces the generic countryside battlescenes on attacking an actual city with a screen showing the city, instead of a hazy view of the city ithe far distance?

Actually, communism came after marxism, which is a hardcore form of socialism...
