    Well its 1817 and I've just conquered Europe. I did have a small Italian protectorate which I killed off right at the end so now everything is mine. Trouble is, I have no-one to fight.

    I want a new faction to appear so I can 'gift' them regions and restart some fighting but I think it might be impossible. I put taxation on highest for both groups and the lowest public order region is 9! I thought that spamming stacks of British soldiers in France would incite an uprising but it didn't (then again, France has been mine since 1811).

    Any way of making a faction reappear? Anything I can mod or anything? I really want someone to fight again

    You get credit for protectorates also. You should re-start and liberate every possible region, and get the main players down to 1 region each and strongarm them into becoming your protectorate. That's been my goal.

    You'd think that those ottomans in outremer would do something but thru simply don't exist. Wait for xpack or dlc lol

    you could destroy all happiness buildings that should help
    or you could mod the saved game file
    BTW: Great Britain does not suffer from industrailization so you need a to become a Monarchy(causes more unrest) to do that destroy everything in the capital which should also cause more unhappiness in the other Providences

    Factions reappearing has sadly been left out of gameplay. Medieval 1 was the last time I remember factions reappearing (maybe Rome). It sure made for a more fun and realistic game. Back in the OLD days...

    No, factions reappearing at random has been left out of the game, and that was something just made for a less fun and more annoying experience. Factions do reappear in Empire/Napoleon, it's just that the player actually has a measure of control over it happening.

    Build a bunch of schools in a region that you want to revolt (ex: Poland). The clamour for reform will cause a rebellion, and you can go on with your plan

    Ok so:

    1. Destroy any buildings that provide happiness bonuses.
    2. Spam educational builders to spread reform.

    Cheers guys, appreciate it. Hopefully I can get one faction to appear then I can gift them a few regions then re-conquer them thus liberating new countries...
