    I never really noticed the AI liberate any countries, is it possible for them to do so?

    i believe they can, as i occasionly see the message 'new nation arises' when it wasnt caused by me

    Check if the new nations are a protectorate for somebody. If not, then it's more likely a rebellion caused it to arise.
