You mean in which file is the number of turns edited or what program is needed to access that file? I would guess that "startpos.esf" is the file (located in the empire total war/data/campaigns/main folder) and that you need the ESF Editor to mess with it. Don't forget to take backups before you mess with vanilla - or that you may (to retain the economical balance, for instance) need to adjust the construction times for buildings etc if you change things here
