or some reason I cannot combine multiple vessels in to fleets even though I'm trying to combine vessels of a lower rank to a higher ranking admiral, ect. There are occasions when it works, but I couldn't recognize any logical reason for it.

The reason is that most of your new ships have an admiral. You can't combine two ships that both have admirals at their command. If you want big fleets, sail your ship into a port, and then, recruit a new ship in that port. The newly built ship will be added to the fleet.

ya that's the way I've been getting round the problem so far, but I wish I knew this new "feature" existed from the start, becuase now I have a dozen ships on their own that need to be manually congregated together to stand any chance of a possible attack by enemy fleets.

very stupid feature, basicly all you can do is try keep fleet of 3 ships or more , any less will likely get wiped out

Well , what I do , is spread all those single ships out over my ports throughout my empire . Since the ships have a lot of movement points , it is easy to concentrate them as a force when needed.
