Default Problem with Revolution , Seems to be a bug

So I got a republic revolution with prussia , right , I have election every 8 years , and I can set taxes both for middle and lower classes , however , I do not have the middle class , my nobility is still alive and kicking !
How do I solve that ?

Forgot to add I have the last version and that I couldn't find anything in the tech forums or google .

More info : I'm trying to become a constutional monarchy , however if my middle class makes a rebellion I becoem an absolute monarchy again , my flag is now the same as in moder germany and I hold almost all of germany .

It's like that , I have noble class and lower class and If I stage a revolution with the higher class I become an absolute monarchy =(
