Say you conquer the territory of Venice, but you choose to peacefully occupy it. Then 20 turns later you decide you want to liberate Venice, is this possible?

No, whatever you chose to do, is then permanent.
i do not believe this is possible.
What you can do is gift it to a enemy, and then immediately take it back, and choose liberate
let them rebel take it again then liberate
