Ministers Question

Im playing a GB GC and its been 40 turns now and the ministers never change, every turn i replace a minister hoping a different one will appear the next turn but theyre always the same.

Has anyone else noticed this in other factions GCs?

Britain is a monarchy and can only replace one at a time, and semi-randomly at that. France is ruled by the little sergeant and can replace ministers as fast as they replenish, ie a maximum of five at a pop if you feel like it.

A related question, can we incite rebellions for a shift in government type?

I believe we can, at least AI can...Britain in my campaign (playing as Austrian Empire) has now republican flags so...

I think your missing the point here.. all ministers in the GB campaign only have 3 stars and no effects!!

Ive swapped 20 or so they never spawn new ministers, only the same with 3 stars....

Any other factions GCs have this problem?

it happens to me as well, it's common. sometimes i'll get a 4 star one with an actual change in effects.

ok this answers my question, just wanted to know if it happens to anyone else...

You incite rebellions by placing gentlemen in other countries that do not have the same government as you.
