How Do I Install Off the Discs?

I just got home with my newly store purchased copy of NTW, and Steam claims that the "servers are to busy to process my request" when I try to install it. How do I make the game install from the discs and avoid the 22 hour download?
Somewhere in this forum I read that you just need to run the installer off the disc while steam is running, and it will use the discs and take only and hour or so. This is not working for me. It had me enter my serial number and then tells me that the servers are too busy.

I have just now clicked "install" on the steam menu and it looks like it is trying to begin the download... WHY? I want to use the discs... please help.

It will also not let me install while steam is in offline mode.

Edit: I tried once more, and this time, after it was "Preparing Cache files" or whatever, it said "Installing from disc" and there was a progress bar labeled "Disc 1" for a few seconds. Then it went right back to saying "servers too busy."

What gives?
