Viruses :(!

This thing all of a sudden started to pop up all the time on my comp. I go to start up my AVG to do a scan.... and it doesn't work! I don't know if my father screwed it up since he doesn't know squat about computers and recently deleted some stuff off this machine or if this thing is screwing up my comp. Any thoughts?

edit. now you hae read that i can say it is a virus program. it says there is a fake virus and when it dose the 'scan' it installs real viruses. i dont know why avg wont work but discontcct it from the internet if you have another pc you can use to stop it downloading yet more programs without you knowing. see if you can download free antivirus software that will work. if you can find the name of the virus then do a google for specific removers. probably much safer to back up anything important and do a full windows install.
