I believe it's to signify a diseased unit or army in your possesion. The ripped end on the left tells me it's not healthy and the skull is kind of a universal disease or sickly symbol. Hope that helps. I figured i'd answer it even if it is in the wrong forum I think just because it's in the Italian/Venetian campaign for you has nothing to do with it, it's just a coincidence.
