DLV has implemented this for some time. It stops you from converting the military regions to money financial institutions and it's a historical correct way of doing it. If you could change every fortress and castle to a money center, then it would be far too easy to play. So it's a kind of ballance between too much money.
It's also quite unrealistic to tear down huge fortification this way. Except for a handful of regions, this is the way it was done back then.

If you still want to leave the option there, then read this thread: http://www.twcenter.net/forums/showthread.php?t=159612

He he he, yeah. Make sure you make good use of the Milita function aswell as the Forts around your regions. This defence system will make sure you don't use a penny on your defence budget ( upkeep ). Also plan your move ahead when leading your professiona army, and use every opurtunity to keep a good overview of your Kingdom. This can prevent lots of upkeep and regions from enemy hands.

Hmmm.... Unless there is a popup coming up, then that might be a minor bug to Furins work. Furin is polishing the Americas script, making sure it's A.O.K. for us. Please report this to Furin in his workshop here: http://www.twcenter.net/forums/showthread.php?t=323535

Thanks for helping out the DLV community in need .

Thorolf was thus armed. Then Thorolf became so furious that he cast his shield on his back, and, grasping his halberd with both hands, bounded forward dealing cut and thrust on either side. Men sprang away from him both ways, but he slew many. Thus he cleared the way forward to earl Hring's standard, and then nothing could stop him. He slew the man who bore the earl's standard, and cut down the standard-pole. After that he lunged with his halberd at the earl's breast, driving it right through mail and body, so that it came out at the shoulders; and he lifted him up on the halberd over his head, and planted the butt-end in the ground. There on the weapon the earl breathed out his life in sight of all, both friends and foes. [...] 53, Egil's Saga
I must tell you here of some amusing tricks the Comte d'Eu played on us. I had made a sort of house for myself in which my knights and I used to eat, sitting so as to get the light from the door, which, as it happened, faced the Comte d'Eu's quarters. The count, who was a very ingenious fellow, had rigged up a miniature ballistic machine with which he could throw stones into my tent. He would watch us as we were having our meal, adjust his machine to suit the length of our table, and then let fly at us, breaking our pots and glasses.

let me be more specific (sorry for the bad post). i conquered Scotland, to do that i upgraded Nottingham to just above the stone castle so i could get feudal foot knights. field script --> that cost a lot of money per turn. (this is my fault) add in a crusade to Naples (huge stone walls (dear GOD!)) and a war with Sicily and Milan (they were allies and are fighting against the pope's crusade since both were excommunicated) so little trade income to cover costs of Naples. Caen was upgraded to stone castle to fight France wales was upgraded by Scotland to Fortress (i conquered that too --> Dumb idea). i use the free upkeep to split up and store my armies for when need. but now I'm fighting the French, Irish (these guys are psychos), Milan, and Sicily. these wars cause severe loss of nobles (mostly governors who were killed defending towns waiting for the main army to show (me having piss poor planing). so I was down to 4 governors, king, and three generals --> no ability to effectively tax and wage war (i need three full stacks are brutal on economy) struggled like hell and got through (child soldiers/governors (coming of age set to 14)) i got through it, but still limited profit even with built up economy.

sorry for ranting. it was challenging, but it would be nice to lower castles back down to motte and baily to not kill economy (ai gets money infusions and bonuses to support these) i don't have that money.
