I think May might be a good time to upgrade, prices on DX11 cards should start to drop as Nvidia finally starts to roll out it's DX11 line up which should put some pressure on ATI/AMD to cut prices. By about June ATI should have it's 5000 series refresh out I don't know much about it most likely a few tweaks for better performance and/or improved power efficiency for it's top end card.
If you have the cash and feel the need for speed SATA 6 based SSD's are slowing beginning to appear on the market and already show a big leap in performance over SATA 3 based drives, Intel Sandy Bridge won't be out till latter this year and it's far to early to tell how how much of an improvement it will be over Nehalem based CPU's.
Generally, spring tends to be more expensive. I think May would be a good time, too. Summer even better. And yes, might as well wait for Nvidia's 4xx series at this point...
Memory prices should come down a bit this summer, as the balancing act in Asia is finalized. But prices will not come down to before '09 levels, for the foreseeable future.
