Is there a 1.5 patch?
DLV 6.2 requires that m2tw Kingdoms be patched to 1.5. The official site shows no patches for Kingdoms. Is there such a patch and, if so, how does one get it.

That's the 1.5 patch link.
EDIT: It doesn't link properly. Go to Support, and you'll find Support - Kingdoms. That will lead you to a page with various links, depending on what version of the game you have (version as in whether it is the Gold Edition or not, and language version).

I thought 1.5 downloaded with your install of kingdoms? Or did that only get up to 1.3?

The way the patches work is that you usually patch vanilla M2TW (1.0, fresh installation) to 1.2. 1.2 is a compulsory patch (it is technically the only real patch that does anything for vanilla M2TW - the others, the two that there are, are just multiplayer or Kingdoms focused). I recall that patching on top of 1.1 was discouraged because people had issues. Vanilla Kingdoms is 1.4, and it auto-patches M2TW to 1.3 from 1.2 for multiplayer purposes. There is a stand-alone 1.3 patch if you don't have Kingdoms (some people think they must patch to 1.3 before they install Kingdoms, but it isn't necessary because of the auto-patching). The Kingdoms patch updates Kingdoms to 1.5, it doesn't affect M2TW as far as I know (the last tweaks to the original game came in 1.3, and were mainly multiplayer, if not entirely).
I think I have the patch names wrong. They might have been 1.02, 1.03, 1.04, and 1.05. If I recall correctly, the installers for the games/patches seem to label them that way. Same difference, though.
I have no idea about any Gold Edition versions of M2TW. What I have said here probably doesn't apply there.
