Nato is the biggest and most barbaric terrorist organization of the world, they attacked a country on lies of fantasy brigade about WMDs, they themselves used weapons of mass destruction prohibited by IL in Afghanistan and Iraq and biggest terrorists like Bush,Blair,Condy, Rumsfeld etc. are still free. What do you mean by "truly democratic"? Americans usually mean by that "puppet of US". If yes, than no it never was and never will be. But democratic institutions have always existed in Russia in one form or another - starting from already mentioned Veche, "Sobor" of XVI century (where Romanovs were elected), menshevick government in 1917 and Russian parliament in 1993 (particularly interesting since US supported Yeltsin in destroying it so he can consolidate his power).
