Default Trading Route & Trading Partner Question

I am playing the last chapter of the RTI, the American Campaign. I am trading with only one country, Great Britain, all my trade leaving through a trade port in New England. My capital is philadelphia, but there is only a fishery in that province. The port in New England is very upgraded +4 trade routes it says. I wanted a trade route with France but there is an icon there that says I am my maximum sea trading routes. I don't understand that since I thought I have three more. Further, I can trade with other countries across the world because it says those are "overland." Can someone please unravel this mystery for me? Thanks!

The trade system is really complicated, I still don't get it, I just live with it. They could have explained it in the manual but I guess they didn't bother, as they did with many other things.

I think that you are trading with England with the full 4 trade routes (England has at least 4 ports if you take into account that it has trade colonies). So basically your trade is at full potential. So you should upgrade the other ports you have or destroy the fishery and build a trade port (if you think that it would bring you more income).
    Prepare for Glory!
