It's an ancilllary of Napoleon-so its even more specific than "The French"-he gains it first in the Eastern Theater

Ok seriously, are the ballons useful for anything, or are they just there to look pretty in this game?
They are just there for looking nice! They do nothing at all.

I think it's only a trait that makes u able to look at the enemy deploying, not controable

Yeah, nothing special, I didn't even notice them until recently, since they aren't vividly colored with the french national colors, just specks of gray and brown hues floating somewhere in the distance.
You also can see where the enemy deploys before battle if you have a higher ranking general I believe. The advice lady in game told me that. I'm not sure if being on the attack or defense plays into it, but I've had several battles as Blucher where I could see where the enemy had deployed prior to battle.
Just having a higher command rating will do it, nothing to do with offense or defense.
Btw, awesome idea to add that aspect in (letting you see opponents deployment beforehand) I can't tell you how many times in ETW I'd set up in a position with great fields of fire, all my units supporting eachother, nice and snug, and then the AI would just deploy all the way across the map and ruin it all.

I saw on some screenshots from gamesradar that you can see the battle field from very distant perspective, now, that I own the game, I don't know how to do it. Do baloons have something to do with it?
No, that would be the unrestricted camera.

I can see that a balloon would give you a pretty good overview of a battlefield ... provided that there was an observer going up with it. But during one battle, I had a chance to inspect the balloon with a close-up view while it was slowly lifting off. Result: The gondola is empty. There is no one in the balloon to spy on your enemy's moves. The genius from Corsica is sending up an unmanned balloon, and yet he gets a full report on the enemy's positions. Amazing! That's what I call advanced technology.
