Mecklenburg Minister Characters shown on Campaign Map?

I just started with a new game to edit (using existing startpos) but I encountered a weird bug/error? I swear someone from CA commented on how to fix this but I can't find the answer.
How do I fix this error? Mecklenburg's capital has multiple 'minister' characters shown on the campaign map when they are not supposed to like the other faction's government ministers. I checked the startpos and went to their character arrays and found nothing that is odd or out of place (even checked out the government post IDs and cross checking with a random faction without anything odd about it). No values were added or changed in their arrays....

I'm not sure how to remove the minister characters from showing physically on the map. Any answers are appreciated! Thanks!
