I don't think Steam is asking you what connection you want, it's asking what connection you have. If you have a slow connection, you don't want to say you have a fast connection. If you say you have a fast connection when you have a slow connection, it might download a lot of extra things and slow you down rather than using your limited bandwidth efficiently. Just say which you have.
