Not so far as anyone can tell. I did read somewhere that it affected friendly units fighting in the region, but for all intents and purposes it doesn't work.

I have to say that I don't remember any research being done on this issue, but an EB member stated that the building-related morale bonuses do not stick to units like experience and armour upgrades do. However, this was at the time the team was moving to EB2, so the morale-bonuses in EB1 were never rebalanced.

And the Temples do give attributes to your Generals, so if you want a Berserker-packing man and a half to lead your armies, let him grow up in a city with and Awesome Temple.

Yup. Still, you probably don't want to build a Temple of Mars in an outlying region, where a Temple of Jupiter would provide the same happiness bonus plus a significant reduction of corruption (and additional public order through law).
This applies to most war god temples for other factions, too. The Suebi get a big experience bonus (+2) from theirs, though, which makes it more interesting, especially combined with Government type 3 or 4 (crank out silver chevron troops, har har).
Temples of Mars are best built in core cities of Italy, or regions close by. Like Temples of Ceres.

Fun fact: some non-law related temples provide your characters with law-enhancing priest ancillaries.

YES! Silver Chevron Leuce Epos with Bronze Weapon/Armour upgrades saved my bacon against invading Romans when I was the Sweboz and trying to hold the mountains against them.
