Default population control -> army composition?

in my romani campaign its 218 BC and i hold all of Italy except Patavium, Sicily, and all of Iberia. the thing is, the population in Italy is getting crazy high, and in Spain, (since i tend to enslave pretty often to deal with public order) i don't have much of a population. what can i do?

i can't just go off and spam principes to keep the italian population low, but at the same time, i can't move my garrisons to totally to be retrained and sent elsewhere as Spain doesn't have the population nor MIC structures in place for me to train native garrison troops

i've already built up colonies, doctors, etc, and am now in the process of building sewers, aqueducts, etc.

Populations tend to stablize. Usually somewhere between the 25-35,000 mark. So don't really worry about. Public order in Italy should be of no concern you as it is almost always very high. Playing as Rome in the Polybian and Camillan eras is a bit of a challenge. You have to ship your legions to fight in Iberia, Africa and Greece and then return them for retraining and send them off again. You should be raking in a lot of money at this stage i'd assume so hiring mercernaries for your garrisons in Ibera shouldn't be a problem either. Also note, the Foreign Expansion and Colonie gives negative population growth. And creating an Allied State government gives a population bonus increase whilst the type 2 government doesn't. Plus you can get yourself Governors for those provinces. As Rome, i ALWAYS build level 4 governments everywhere i conquer (except Italy) until i get the Marian reforms at which point i upgrade to a level 2 government so i can train legionaries abroad.

    cheers.

i've been building Type 2's so i don't have to rebuild them, lol. i also tend to send governors in to govern, rather than relying on allied govts... i have an income of about 17-18K, so that side is ok... i was thinking of maybe spamming Accensi / Akontistai and sending them into Iberia, and disbanding them?

and what do you do with all your excess governors, if you have many type IV governments?

The units created from Type IV governments are either Governors or Generals - if you keep them in the city, they become Governors of that city and tend to get Managerial traits, but penalties if kept outside that city or moved to another city; Generals are created if the unit is left outside the city, and they don't get Managerial traits, although they are Bodyguard units so they're powerful supports for regional armies. Note that they don't count for your Family Members.
I beat back their first attack with ease. Properly employed, E's can be very deadly, deadlier even than P's and Z's, though they're not as lethal as Paula Abdul or Right Said Fred.
