    Just letting you know as i havent read this anywhere else.
    I am playing Ostermark. I lost Bechafen to Khorn followers. Eventually retook after CTD's.
    I then built the Dogs of War Camp as the ai seemed to have destroyed it. And now suddenly i can recruit all mercenaries, even the ones i havent payed for.

    It might have something to do with the fact that you can recruit every mercenery unit that you or any of your allies payd for.
    Maybe they bought those units?
