Seiges have never been in the city in Empire. You fight on the outskirts of the town and I'm assuming that it'll remain the same in Napoleon, with it being in the same engine.
To see Cairo you'd have to look at the horizon somewhere.
I think the main issue with battle maps not correlating to the campaign map is say, if you were attacked crossing a river and there's no river or bridge/ford on the battle map.

They had coastal maps in all other TW releases. Even in ETW you could play the "Algerian" coastal map in custom battles. Why is this not possible? If it can detect that you are on a bridge to give you the river battle, why not on the coast?

Well the Only Mention at all of a coastal attack was one in the yank's campaign map. It even included naval vessels on the map!... But no other maps at all had anything like this. If only This were a true ability.
