Toying around with border defenses while watching something on tv about the Germans invading Russia in WWII. They went on about the roads being terrible and slowing down the advance. Taking this idea and running with it, I have been intentionally avoiding upgrading, or even making, roads to slow the advance of invaders. This would just be in border provinces and not serious economic zones.
Works pretty well in eastern Europe where there are large provinces. Also good if you take Persia and want to use it as a cork between the Indian Theater and the European Theater.
Just a thought, take it or leave it.
