Can't prepare the battle with tactic

When I play in custom battle mod, I found there is no strategy preparation phase before the battle start.
I mean I can't deploy my legions as I wish before I click start.
There is no START buttom at all and the battle starts straight away. Is this a bug?

I also found that my hastati can't set to fire at will.

Can you provide a little more information such as which mod you are using and what version of RTW/BI you have.
It may not be the problem, but can you also provide information about your operating system as well

sorry, I didn't put enough information for help.
I played the RTR VII FOE. I want to make some movie myself and play the custom battle not campain.
When I select the units and click start, when the game load to battle field, the fight start straight away. I can't setup the formation of my troops as I did in most of campain battles.
