    Default Starting date issue

For example, a mod starts in 270bc and let's assume there are some scripted actions.
Now if I change the starting date to 100bc what consequence it will have on the script?
Will the game logically recognize it and skip all those scripted actions which are due to happen before 100bc and simply go on from the new starting date?

No, a script does stuff based on turn number (ie 1st turn, 2nd turn, etc) not turn date. So, if you move the start date 100 years ahead, things that were supposed to happen on year 70 BC will happen on 30 AD.
