I just noticed his comment about having to fight your allies for a victory region being cheap. I think he's exposing his limited imagination and experience with TW, since it doesn't occur to him to negotiate for it from the owner or incite a revolt.
.
Hi there.
There are two other options here.
1) maybe it will no longer be possible to incite revolts. Petty, but maybe that is why.
2) diplomacy might have been improved vastly, making it near-impossible to negotiate over regions because it would be immensely costly.
I do not know, but this is my thoughts on the matter.

I find it funny that most of what the reviewer was praising was promised in ETW and now they're trying to sell it to us
Are you kidding me? They REALLY couldn't spend some time improving the SP experience?

this ign toad is clearly not a hardcore TW gamer. probably a FPS geek. anyway iv seen other opinions by fans of the series praising it, (see the new swedish guys video). i wouldnt worry, its wise not to put stock in what ign has to say. Keep in mind TWCs own admins were invited to the early events in NY and san fran and at certain points looked at each other and let out a collective "wow"
