Today's update won't install..?

Today I log on to play some Empire whilst I watch a few horror movies, but the update is, and has been for the last hour, at 0%. Sorry if this is the wrong forum, but steam is set to automatically update my games, but this game won't update. I have empire realism installed, but it won't let me play without the update installed.
Any enlightenment please? Sorry if this is in the wrong forum, new to this.

If you are using a router, plug directly into the modem.

If not, find another download location. It's at the bootm of your Steam page.

I changed the download location thing, hasn't really made any difference. I can't plug directly into the modem at this moment, as my brother has the cables at his house. I've also reset my router, but it's still at 0%. When I go to Bandwidth monitor on steam, my peak download rate has been 56kb/s, and total bytes downloaded in session 1.2mb.

How big is this update today?
