Possible Solution for New Nvidia Driver Issue...
sorry, and i dont mean to be coy if you came her for the answers!!! but the solution could simply be this:

if you all are having problems, and enough of us are, we can fill this survey/complaint posting with our issues! i see over 8 pages on the official totalwar forums and an equal amout with ppl having this problem here and are sorta irate about it... our voice can be heard if and only if you participate!
take 2 mins out of your forum reading and please fill survey... especially state Empire Total War, New Driver, Graphical Issues you have!!!
then bump/sign that you have done it! we can count the numbers here and im making a post on the other forum too...

I've filled this out months ago. I have come to the conclusion that nothing will ever be done about this.

I have just downloaded the new NVIDIA drivers and I have no problems

I decided to test out a theory I had about this.
First I was running the latest drivers with Nvidia on Vista-64 bit
result:
Invisible cities, trees, boats, ect..
I then heard none of these problems existed in Windows7. So I bought windows7 and upgraded my Vista to 7. After about a 6 hour install program and looking for the correct sound drivers. I started up ETW and.... IT WORKS!!! Same rig, same Nvidia drivers but now I can see everything.
So I don't know who to blame for this whole invisible city bug nonsense
CA- for not trying to fix it
MS- For making Vista so crappy
Nvidia - for not fixing it
Either way I still see it in CA's best interest to fix this issue for XP/Vista users even if it isn't their fault since other 2008-2010 games I own ran just fine under Vista, this was the only exception.
