    Default Marian reforms

I know this was questioned a lot of times, but how do I trigger Marian reforms? I think Ive read somewhere, that if I build the best palace in Pella it will trigger them. So, I waited till Pella had 24k people then I captured that city and built the palace. The problem is no Marian reforms occured.

I still dont understand it "They may also be triggred by capturing certain distant regions where an Imperial Palace has already been built." What are certain distant regions? Is Pella one of them? I also built that army supply building and Campus Martinus, but still nothing. What else should I build?

Is it possible to make so the reforms will occur if a special building is build, and not by the imperial palace?

Note: The 'Imperial Reforms' (whereby the named and numbered Legions begin to appear), are triggered by building an Imperial Palace in Cisalpine_Gaul, Venetia, Sicilia_Medius, or Taurini. All but Sicilia Medius (which is in Sicily) are in Northern Italy. And, neither the Slave faction or the Free Barbs can build one...so they won't help you out by doing it.

This is the only thing that the PLAYER can do to cause the Imperial Reforms. You build an Imperial Palace in one these, and they happen next turn.

The other regions, if you capture them, that will cause the Reforms if they already contain an Imperial Palace built by another faction, are exactly as it says...distant. Places like Alexandria, Pergamon, a region in Briton (I forget the name), Gallacia in Spain...whatever. They are far away. The reason for this is, if you expand to the point where you have taken one of them, and STILL don't have the reforms, you're going to get them anyway.
