How to get vassals?

So the question is how to get vassals?

I am playing 'the Wedding Dance' -mod and I am the ruler of the Sway of formet rebels. ()
but I can't rule the whole empire myself!

I have some good and powerful friends, the relations to one is more than +104 but I can't ask him to join me.

So, the wise players of the M&B, tell me what to do.

Wedding Dance is using the claimant feature for the 'kingdom management'.
Imagine your sister Steise being the claimant. She's the ruler, not you. In order to get vassals you talk to other lords and try to persuade them to join you (just like the claimant quest in native).
I'm not sure why your friend can't be asked to join you, but try talking to a lot of lords and see if the option isn't there.
