Depends on the general, some generals cost more to bribe than others depending on their traits etc.
Same with cities, smaller settlements wont cost much to bribe while larger settlements will cost more.
And before you bribe or buy a settlement make sure you have troops nearby to garrison it or else it will probably revolt after 2-3 turns.
To find out how much you will need just try it once and if they firmly reject your offer than you know that you need a lot more money.
Your diplomats skill and your nations reputation help also.

it depends on diplomats level and skill, also generals experience and skill
i had a SE diplomat maxed out, with various +bribe chance traits also
i dont think i ever got a settlement...
it's very hard to take settlement
generals are easier to bribe
I couldn't bribe a Fortress (not a city, just that little castle) when I had more then 15k...

Yea I know the name is terrible, but it's not really finished.
With 15k you can't even bribe a tiny village.
As Rhun I bribed all of Mordor's settlements in Mordor, Ithilien, and even Minas Tirith. And all of Harad's provinces except for the coastal ones. It is easier if you offer a tribute of 20000 florins for about 2 turns. They will accept this faster.
No wonder I can't bribe. I generally never have more than 5000 gold at the start of the turn because I generally have a ton of buildings and/or units qued up to be built.

I was at 85k but couldn't bribe some villages with 3 units in - my diplomat wasn't the best so I think I'll try the "purchasing idea"

I bribed gimli for 40k to bad he turned into a gondorian bodyguard.
i have NEVER been able to bribe anything tobe honest, and i really dont see the point! the prices you guys are talking about is enough to raise like 2-3 full stacks of decent units tthat could take virtually ANY settlement,![]()

...at the very least not, when it would be tactically unwise to go to war with a stronger neighbour!
For example, when you need the 2-3 stacks to hang around for the future to defend the captured city against a (new) enemy.
In some cases it would therefore be better to pay a bribe once and be done with it, instead of going to war and having the pains to support your additional armies for the next 100 turns!
Or to put it in the words of a similar latin saying about the Austrian Empire:
