All factions have diplomats, the possibility to train diplomats depends solely on the town hall building you have.

Yeah, you just need to build the town hall and you will be able to train diplomats.

Did one of u guys ever played Norway in the Brittania Campaign?
Cuzz I am really in trouble, I have concquered Northe of the continent but i am really bankrukt. As in: -16534... But my armies are really thin, but I make financial losses each turn!!

The Norway campaign in Britannia is the hardest, because the economy is bad in the beginning. You should concentrate, right from the start, to make as much money as possible, and cope with having low-level soldiers. It'll get better though (and the Viking raids from mainland Norway gives you good units as well), and when that happens, you'll get to go all Viking on the poor Englishmen.
A tip to get cash: when other factions' diplomats make offers, counter, and make some demands. If you do it right, they accept (dumb AI), and you'll get richer.
