Minor factions help

Are minor nations more limited in their programming than major ones? My ally Hannover has recently conquered much of future Germany and eastern France and is also expanding into the Americas and Norway, and their empire is larger than mine. They won't send men to help me in my battles in the East but from the brief glimpses I get of their lands when the fog of war isn't obscuring everything I see that they're quelling all rebellions and absolutely destroying France's defenses. Are they able to conquer a major faction, or is there a limit to what minor factions can do?

As far as I know the minor nations are only limited by the resources they have, same as any other nation and are quite capable of taking down a major nation. I have had several campaigns where a "minor" nation was significantly larger and more powerful than some "major" nations.

Yeah, I've found this as well, In my British Campaign I had Hannover gain a fairly large amount of land and by doing this they took out three other minor factions and by the looks of things, was also a pain in the bottom for France as well
