Why do enemy cities get free units when attacked?

I find this pretty ridiculous. I attack lay siege to a city with an army that has 5 units in it, and after I hit lay siege, it suddenly has a full stack in this city!

Why does this happen? It's really unfair and make makes sieges really hard. (I just use auto_win now because of this.)

If you had checked the FAQ you would have noticed the garisson script, which is necessary because it helps the stupid AI defend its settlements, and makes the game more fun and interesting for the player. Just be prepared and send more troops next time.

The FAQ also has instructions on how to remove the script. What's unfair is how incapable the AI is of protecting its cities, the garrison script just gives it a bit of help. Not everyone likes just going through the motions steam rolling the AI.
