How to torment enemies w/o losing Prestige

Playing as Prussia and trying to take a long view I have been trying to annoy and harrass my future and current enemies without losing Prestige.

I have been trying to prop up Savoy (vs France) , Portugal / Morocco (vs Spain) and Mugals (vs Maratha Confederacy) and Cherokee only somewhat (vs Britain).
All these small faction remain indifferent to me , but continue to be a thorn in the side of my current/future enemies. None of them can or perhaps will become trade partners.

Been propping them up with giving away techs and some cash. Morocco is gone, but other remain at 1721.

Thoughts / opinions? Similar efforts?

I've considered using that as a way to hinder my enemies ... but haven't had the money to do it other than giving regions away that were about to fall to one enemy to a weaker enemy. Which, by the way: seems really cheap to me and I may stop doing it.

why bother? prussia is a monster in its own right. just march over later.

Agreed - Prussia is a monster. I understand your point. Was just curious if others did similar.
Kind of like current day where the U.S. helps Taiwan in their defense or Russia did with Cuba.
Trying to add another layer of interest to game.

For instance, due to my meddling, its 1760 and the Mugals and Maratha's
are evenly balenced and continuing to pound each other, neither becoming
a dominate force in India - Mysore and UP still also have their provinces as well.
I'd find that rare at this point of a campaign.
Currently control all of Europe (except UP) North Africa (no American or Indian colonies) without
losing any reputation due to "breaking treaties" - which was personal goal of mine.
Lately propping up Greece to annoy Ottomans.
