Dwarf tax change greyed out

Well, if I want to change the tax rate in dwarven settlements the option is grayed, so I can't change it. Is that normal? (I'm playing dwarf)

If it is normal, how cna I change it so I can set the tax rate?

You can't change the tax rate in castles. That's the rule in M2 and all mods. You can only do this in cities.

You should have seen me playing Disciples III (I completely forgot about many rules from DII and did some fatal decisions).
