    Default Garrisons and Bug problem

I have no idea how so start a post, so I'll get down to the problem right away.
I am playing as GSC and my cities are starting to becomes unhappy. In Vanilla RTW, I used Peasants and PO building to keep order. In XGM, I still haven't encountered peasants. What units do you guys use to keep extra order?

Also, I bought a GSC(independent) officer, but for some unknown reason, his ability to travel is so small. Maybe about a big as a city before his blue bar depletes. Does anyone know why this is happening? Is it a bug?

Every faction has a garrison unit. For the GCS its Doryphoroi. To improve order you can build law temples, theatres, schools, and stone walls.

I guess you could call it a bug. Some AI characters are intended to stay in one settlement.

"Me? Ruin? I'm not the ruiner, I'm the ruinee! Or is it ruinness? Ruinette?"
"She's ahead of the litter all right. The pick of the litter. The cat's pajamas. Oh wait. Why would Applejack take some poor kitty's pj's? That's not very sporting of her."
"More balloons! No, that's too many balloons. More candy! No, less candy. Ooh! I know! Streamers!"
"Oh my gosh. Hold on to your hooves – I am just about to be brilliant!"
