I believe any time after 250bc but you need to build an imperial palace first....
There's no set date for the Marian Reforms, yet you'll usually see them occur around 200-220 BC. They occur when one of the three Roman factions converts a city in Italy to a huge city.

time for my list of inaccuracies
1. roman cav were crap, carthages was way better(and yet it is the other way around)
2. carthaginian citizen as an infrantry force......a lot worse
3. headhurlers...'nough said
4. rome divided into family subfactions...that never happened
5. united germania/gaul...what a joke
6. iberian unit rosters...come on iberian inf and cav were better than that
7. uber onagers!!!
8. greek cav wasn't that bad
and i can go on and on and on

What are you talking about? I have never saw them being uber, unless you try to cross a bridge or make your troops in a single clump. If you think they don`t even exist at all... http://en.wikipedia.org/wiki/Onager_(siege_weapon)
Oh, and by the way:Who builds the Imperial palace then, if i play as Julii?(dont say me)
I wouldn't:
1. Roman cavalry, far from 'being crap', were among the most disciplined in the world, and at least as well-trained and armed as their legionaries. They could be depended upon to carry through their attack, rather than run off and chase down an already fleeing enemy.
2. The British tribes did actually throw severed heads at their enemies, even wear them on some occasions.
3. Gallic and German tribes were often known to unite together to defeat a common enemy.
4. Greek cavalry, with the exception of the Macedonian Companion cavalry, were very much a secondary force in Greek battle tactics, used to kept the flanks clear of the hoplite and phalanx heavy infantry.
Seriously, whats the problem? RTW is alot more historically accurate than most games, and anyone with half a brain can guess that the Romans weren't split into three families, or that the Gauls didn't fight against other Gauls, and so on. It's an excellent and well-balanced game, and its gotten me interested in the ancient world again. Who can ask for more?
If you're worried about it being inaccurate, read a book. I recommend Simon Baker's 'Ancient Rome: The Rise and Fall of an Empire'.

Actually It's worked for me when it wasn't in Italy. I still got the reforms but my capital was Sparta(I was the Brutii). Plus it only happens when your capital is a huge city.

Hi nvm, you need 2 imperial palaces 1 can be built by you and another by one of the other roman factions. If you want to slow things down a little, A simple trick is to go into regions file in world/campaign folder, scoll down the list of regions that have Italy resource, remove them from the familys not Rome and give the Italy resource to regions further away, Say a couple in Spain for the julii, maybe 1 in greek_cities for the claudii and maybe 1 in the Carthage area for the scipii. Then these factions will have to get to those area,s and conquer the regions, to build their imperial palaces, So you get a later Marius reform.

I always got it some time after i was able to train Triarrii. So i always quickly trained them before the event prohibeted me from doing so. but after a while i learnt they were crap so i don't recruit them anymore ever.
I think all you need is an imperial palace...
Forgive the noob question, what exactly do the Marian reforms do? I remember vaguely from history class but as for the game, no I do not know.
That replace the crappy early units(Hastati, Principies, Triarii, Equites, Roman Archers, and Velites) with the Legionary Cohorts we have come to love like children.

It normally occurs when you build a imperial palace in any of the Roman provinces in the Italian peninsula or in Sicily
