The enemy get better generals to compensate for their lack of a human brain. The best way to improve your generals' command is to win battles which were in the opponent's favour. Heroic victories to be precise.
Well, a small part of it is luck, which is something over which you have no control. Assuming you don't want to use the console, the only way to beef up generals is to use them. Win a couple of decent victories with them, and their number of command stars should slowly increase. Crusades are also good, because you often get the ancilliaries, "Templar Knight" or "Hospitallar Knight", both of which give command bonuses. Some relics, such as the Holy Lance also increase command, and can be earnt from crusade. A few settlements (such as Jerusalem), also offer command stars for the general who holds the title.
That said, command in and of itself does very little. In RT battles, it just makes your General's horn more effective at stopping routers. However, I could be wrong, but I think it may improve your chances in an autoresolve. Also, consider the fact that you don't actually need that many good generals, as most of them will spend their entire lives as city governors. Depending on the size of your empire, you should only need 1 (the very beginning) to 5 (for MASSIVE empires) combat generals.

Yep, developing of good generals is part of the game.
As others say Heroic Victories, a lot of victories with low casualties, successful crusades/jihads are best to get command stars and some good traits.
Usually you'll need a lot of 'admin' generals to develop your settlements (high chivalry ftw), and some 'military' guys to lead your armies into battle (dread or chivalry it is up to you).
