    Default Cities rioting

    I am new to this mod, downloaded RS1.6 yesterday and started playing as Carthage.

    I'm actually doing well at start....took over the whole Sicilian island. But now a lot of my cities (mainly in sicily) are rioting. It usually happens when I have to construct buildings which are neccesary to expand my cities (government palace, royal palace, etc.). But it also occurs after I finished constructing those buildings. Then I build those other public order and law buildings but I find it difficult to control the public order.

    How do you guys handle this and maybe you have some good tips and advice for me?

    Other then that, I must say I really like this mod! Great work, nice models and extended rosters for each faction (good job on the AOR units! Its awesome, making my armies more varied in units). I also love the new terrain stuff! Excellent job there!

    If your impressed by RS1.6 wait till RS2 is released ten you will be totally blown away. As for te rioting problem, did you destroy all te buildings which are a different culture, as i believe they have a negative effect on public order-for example in sicily destroy any of the greek buildings in your cities, i personally wait for the city to rebel and then relocate the populace, but you may not want to do that.

    If you build new government buildings with fast pace, so that the other buildings don't keep up with their quality, people will get unhappy.

    General Britannicus and Kohvi, thanks for the responses! I will check if there is foreign culture buildings in the city.

    As for the new government buildings, yes I did build them even tho older buildings are in construction list.....thats because I believe people will riot if the city does not get proper expansion anyway. But wont they?

    Government building have penalties attached to them if you haven't built other buildings. Look at the government buildings building card to see what penalties will be incurred by building it. This is to simulate that as a settlement expands people expect a certain level of infrastructure and are getting mad they don't have it.

    In my (small) experience, people tend to riot more easily when the government building are advanced, but the rest of the city is not. To wit, I present you my Roman campaign where I never upgraded if nearly all wasn't already built and always got more than 200% of happiness in my capital, even with high taxation; and my Pergamese campaign where I upgraded as fast as I could and got 70% with low taxes in my capital. Kind of a setback.

    In fact, if you read the cards of the government buildings, you'll see that there are huge penalties to upgrading too fast.

    OOOOOH! thats it!! I saw the penalties indeed but wasnt sure what they meant.
    OMG! Then I really screwed up by upgrading so fast, lol!!

    Important tip: I think the penalties for going high-tier in government building are -Happiness.

    As a result, if you use +Law (temples) and +Health bonuses for your Public Order, this isn't an issue. I frequently have stable cities on good tax rates (High/Very High) with 0% happiness.
