From the recent screenshots i have seen units seem to have experience more, which means they don't have to lose 75% of their unit to gain a small bit of experience. This aspect of ETW really REALLY annoyed me.

I dont know what youre on about. I have several battleships that have plenty of experience! Theyre on level 5-6 at least! You just need to use them a lot, and winning a difficult battle helps a lot.
Though i see what you mean with land units. The first Line Infantry i ever trained has been around 135 years or so, and only has 4 exp! And i use it often as well.
I dont have any land units above 4 exp.

the more kills you have, the more chance you have to gain experience!
Chase down enemy's, kill them all ! (mostly I gain much experience doing this boring stuff)
Or try darthmod : many soldiers => many kills => very (4+) experience troops ! ( You need to replenish them and use them all the time offcourse!)
In ETW it coudl be very hard for most units to gain experience past the first chevron or two, mostly the higher experienced units were those who were combat veterans that had suffered casualties from countless campaigns and as such were on top experience but had a unit size of only 20 odd remaining soliders!

Then you must be bad at the game just yesterday i had a battle with two four chev line two 2 chev rifles and other stuff and they had like 120 men each for line 50 for rifles. I constantly get experienced units with next to no casualties. XP makes a huge difference in ETW.

Experience is far too slow to gain.
I get 1-2 chves every battle I'm nto sure what your doing but just send in the newbs to fight and have the ones you want to egt expericed attack but keep them out of enemy fire by drawing it. With the dumb AI its really not difficult at all to keep your troops alive. Riflemen are very easy to level becaue they can attack and not get shot as easily and experienced rifles are an absolute terror.
Also kill routers. Routers give you some experience.

It must just be a consequence of play styles. On my current (Maratha) campaign, I had an army of 3-chevron line infantry by the time I finished off the Mughals, and an army of 3- or 2-chevron sikhs once I got to Cairo (overland, of course). Fire by rank really helps, because then it's hard for the enemy to close without getting cut down, so you suffer much less in the way of casualties.
Fort battles are good too; the first units that I send into the breach normally get 150-200 kills.

I have 3 main field armies in my Prussian late campaign, the best army averages 3-4 chevrons across a balanced army, I find it difficult to achieve many units maintaining 5 cheverons, 3-4 units in this 20 unit army have 5 chevs, 2 are rifles.
Fleets I find different, my best fleet of 1st and Heavy 1st raters 7 ships in total, and 1 Steamer to chase. It's hard to loose chevs unless your careless, 2 ships have 5 chevs, 4 have 4 chevs, and 1, 3 chevs, the steamer has only 1.
I have found that the quickest way for a unit, or ship, to gain experience is to engage in melee or a boarding action. Experience is almost guaranteed to accrue faster than just standing off and taking pot shots at each other.
