Adding poulation limit?

Well, I mean a limit, to where it won't add population after, say, 26,000 people are in the city, it stops growing.

It's not possible to limit population at a specific number other than what is hardcoded in, but it is possible to restrict the building of the governor's building to certain levels set for each province.
