    Default Manipulating character's traits

I play Carthage and now a character named Hannibal was born. How can I make sure he will have a good basis for being a great general? Does putting his father into a city with an academy work?

While I'm at it, is there a list of character traits and what are the conditions for them?

Look for good boarding school for him, there are only 5 in current XGM. Here is the list....
    - Athens
    - Pergamum
    - Alexandria
    - Istakhr
    - Taxila

Stay in one of these settlement for a while until father have trait indicate that he will send his son here. This will work for all son before comes of ages. For what kind of skill characters will get, I will leave it to your trial but not hard to guess as it create from characteristic of those cities' characteristic.

There will be many more school in Extended Culture 4 and Still unreleased ET3 for XGM which wait until XC4 release to before releasing it.

No command or other military-related bonuses attainable in Sparta?

I got a lot of characters with the 'military genius' trait (+4 command I think) from guys that 'studied' in Athens back when I was playing my GCS campaign, definitely worth it! I've been wondering though : I started a new Rome campaign with the new patch and I've seen very few trait increases from winning battles. Was it turned down so we won't get 8-10 star generals anymore? Decius Mus fought all my main battles from Pyrrhos to 255BC and he only got one extra star...

It's partly how well you do in the battle, how many men they have, how many you have, what the odds are, and so on and so forth.

Expand your borders, a mod based on XGM 5.

I already put development of ET for XGM to halt as now XGM and XGM came to diversion.

there are more schools like Rhodes, Carthage, Syracuse, as well as some barbarian schools in XC too.

School in Sparta will included in XC5 though.
